Maybe it does make sense to rebuild New Oreleans. But it isn't unreasonable to dispute the idea that New Orleans is a good location for a city of its previous size. There is nothing uncivilized about not trying to rebuild everything in the same location.

I think if we are going to build New Orleans too much attention is paid to making huge levees and walls and not enough to trying to restore some of the natural protections that New Orleans has been losing. While I think in some cases wetlands regulation has gone to far, in the New Oreleans area the loss of wetlands has made the city far more vulnerable and the loss continues. We should remove some of the interference with natural processes that helped create protection for NO not just build large walls.
