Sure. By Wednesday after the storm, they were doing....

Nothing. In fact, nothing was pretty much all that was done until that Friday, and most of the activity only occurred in front of cameras. In the wake of Rita it was even worse, if possible. A week and a half after the storm, a judge in Jefferson County openly encouraged the municipalities to take their police and remove the supplies that FEMA was sitting on but not releasing, by force.

"FEMA isn't and wasn't by design the first responders. They are supposed to come in later and help out."

Read the National Response Plan. You'd be surprised at what FEMA's responsibilities are. Did you know that in a national disaster, FEMA has control over the Red Cross?
