FEMA isn't and wasn't by design the first responders. They are supposed to come in later and help out. Part of FEMA's ineffectiveness in the early aftermath after Katrina was due to the poor planning of the local and state authorities. Part of it was due to the differnt nature of the disater (you didn't have a city flood in FLA) But even considering that FEMA did a poor job. I'm not defending FEMA

Sorry, but you are misunderstanding FEMA's responsibilities. I participated in a FEMA disaster recovery effort. If they aren't first responders, then this country doesn't have a first responders.
