We all know Bush too well. That is Bush's problem.
As he famously said "Fool me once, shame on you, fool me twice, shame on me". He gaffed the line, but it came back to haunt him. Boys who cried wolf can never be trusted again.

We now see Bush trying hard to semi tell the truth a little tensy bit. He is forced to do this becuse polls showed 58% of Americans no longer trusted him. That sets him up for impeachment so he is fighting for his own skin.

He admitted the intel on Iraq was wrong, but blamed it on someone else (as usual, the buck stops elsewhere). He said he takes responsibility for the war, but hasn't yet admitted he deceived us intentionally and planned so poorly than an extra 2000 Americans got killed than was necessary to do the job.

Cheney is much worse. Which is why he's hiding in his bunker and only comes out for far rightwing findraisers, like to support the indicted crook Tom Delay. Why the American people allow Cheney to get his Halliburton deals and stonewall questions and investrigators is beyond me. Cheney, like DElay and Rove, is at the center of the corruption. Those three are the Axis Of Corruption in this government. Those three must be thoroughly investigated, indicted and convicted. They have done our country great harm.
