This link has a lot of statements and other links but a lot of it fits in with my view and my statements.

One important paragraph, quoted from the Washington Post is -

"Fundamentally the first breakdown occurred at the local level," said one state official who works with FEMA. 'Did the city have the situational awareness of what was going on within its borders? The answer was no.""

But even though the first break down may have occured in NO, and then next at the state level, its not like the Feds came in and fixed things, they added their own messups to the pile

How about a link, or better yet a link to the plan with a specific quote of your point.

You'd be surprised at what FEMA's responsibilities are. Did you know that in a national disaster, FEMA has control over the Red Cross?

That doesn't directly deal with the idea that they are somehow supposed to be the first responders.
