Let me see.......you load the upper mgmt of an organization with appointees who are lacking experience and in some cases are not even competent. What would you call it?

Unfortunately I'd call it a common occurrence.

Its a bad thing but it has little connection with the idea of trying to kill an organization.


Two points:

Point 1......the attitude of most GOPers at least in theory is that gov't stinks, is too big, and needs to be cutback. What better way to make that point, then to appoint relatively incompetent hacks to key positions in gov't and watch the agency to which they've been appointed fail.

Point # 2...........shortly after people began to complain about FEMA, Bush and the GOP began to float the concept of the military responding to a disaster which just about freaked everyone out. Frankly, Bush was just a little to quick with that proposal.......and withdrew it just as quickly.

And you wonder why there is speculation that Bush wants to kill FEMA.
