You doubt but you are not sure.

The reason was to insure more Republican votes. Often this is done by creating a minority district so that the minority votes are concentrated in to one area and instead of causing a slim majority for the Dems in two or more districts, they cause an overwhelming Dem majority in one district while allowing for a slimmer GOP majority in 2 or more districts.

In the second TX redistricting in 3 years, minority districts were divided up and then parceled out to GOP districts. There was no minority district in many areas when Delay got down. That's a corruption of the political system and the political will of the people whether a court finds the GOP guilty or not. Hopefully, it will lead to voter reform.

The GOP tries to get more Republican districts, the Dems do the same thing when they are in power at the state level. Both sides gerrymander.

Yes, that's true. But the Dems have never tried to do two redistrictings in 3 years as Delay did in TX. Its an insult to every voter.
