It's been a long time since I've been near a cruise ship, but I have no recollection of any open decks where it would even be possible to do that. It would even be difficult on a Ferry like those used in Alaska, which are almost as big as cruise ships. Not having much of an open space was one thing I didn't like about cruise ships. Everything was indoors like a big hotel.
