Pretty easy to figure out what a President's authority is. It's clearly explained in Article II, Section 2 and Section 3. Anything else, is overstepping his authority and very illegal.

Interestingly, i hear the Senate is now going into recess. But I haven't heard anything about who is gonna replace Bolton at the UN. As specifically pointed out at the end of Section 2 of the Presidential powers...

"The President shall have Power to fill up all Vacancies that may happen during Recess of the Senate, by granting Commissions which shall expire at the End of their next Session."

That means, he appointed Bolton during the previous recess. Bolton now has to step down since they have reached the end of the session following the recess appointment, because his term has expired. ;)
