Clearly you seem unable to get my point. The Joint Resolution makes a totally self contained justification for the US action. WMD is not the major reason to act. WMD is the major reason to act with extreme caution. WMD could kill tens of thousands of soldiers and have who know how many long term effects.

America has zero experience in fighting in chemical or biological environment during active combat. It's all theory.

With no WMD, we did not even need the force size used. That's why it was only three weeks. But the reasons all listed in the joint resolution are still 100% valid.
