It's claimed that, by law, the NSA would have had to hang up even if they were monitoring Osama bin Laden and he made a call to a US citizen. Bush's order made it possible for the NSA to continue monitoring calls like that, the administration seems to be claiming.

However, that's not right. No one is saying the US govt should not be able to listen to ALL of Osama's or any known terrorist's conversations - and I can't imagine a federal judge not issuing an advance blanket warrant for such intercepts. I believe the AG even has certain powers to authorize such intercepts without a warrant under certain conditions.

However, this administration has lied so much on so many subjects that few believe that this executive order was necessary or had had any merit - and was issued by a dumb president who was clueless as to what he was signing. Just another example of an administration run amok - but this time it may be impeachable.
