If it was a plan, then it was a flawed plan or a plan that was turned upside down to address the circumstances.
It is clear that the U.S. government used Saddam to attack Iran, supplied him with arms then turned their backs on him when it was not longer politically expedient.
The Turks killed as many or more Kurds, but the U.S. government remains silent on that genocide. Since Saddam was the new boogeyman, his genocide of the Iraqi Kurds is a big event and another cause to demonize him and justify an attack on the country.
The CIA does much more financing of terror (in the name of democracy) and our government welcomes tyrants, thieves, and Nazis if they are of use to us. Wernher von Braun and his Nazi rocket scientists is a good example of this. One day they are working for Hitler, the next day they are in America walking around unmolested and safe from prosecution for war crimes.

Not so long ago, there was a movement to wipe Apartheid and Communism off the map as well. As far as the Holocaust goes, there is an tightly controlled industry built up about it where only "qualified scholars" may write about the details and anyone who strays from the pre-approved text is labeled a anti-semite (sic), Jew-hater, Holocaust denier, or self-hating Jew.
This Holocaust industry is the financial arm of Isra'El. It serves the purpose of monopolizing the European genocide to fund, arm, and rationalize the colonization of Palestine to establish a "Jewish" state there.
The Iranian president is correct in saying that if it was the Europeans who created the crimes against Jews, it should be the Europeans who should right their wrong, not the Palestinians. Isra'El, a "Jewish" state should be placed in Europe.
