Very possibly. Otherwise, why would Bush avoid using the current very streamlined laws for approving wiretaps? Only because he didn't want anyone to know who he was tapping.

If he had actually been tapping terrorism suspects, the courts and congress would immediately give him leeway, but Bush did not tell anyone he was wiretapping US citizens, only a few foreigners with Al Qaida contacts. And he only reported that to a few congressmen three years later. According to Tom Daschle, he was not told about any of this. Illegally wiretapping US citizens? That's what far rightwing cheaters do.

As for Clinton, there is no evidnce he ever did anything illegal except lie about cheating on his wife. He was cleared of all charges in Watergate, including filegate and everything else. Clinton is no GW Bush when it comes to breaking the law. This is about Bush, not Clinton. Apples and oranges.
