The answer is yes. Had the political climate been different when Fonda climbed on the North Vietnamese ack-ack gun, she would have been tried for treason on return to the US. That certainly and absolutely meets the definition. Tokyo Rose was tried and convicted of treason by the US. Axis Sally was tried and convicted of treason by the US. Lord Haw-Haw (William Joyce) was a Brit and was tried and executed for treason by Britain after the war.

Kerry's case is A BIT less clear. BUT at the time he was active in VVAW, he was still an officer in the Naval Reserve. Again, had the political times been different, he would have been either charged with treason or court-martialed.
