I'm focused on attacks on the homeland. The foreign stuff is business as usual. There will always be threats out there, if not these bad guys, then some others. The attack on the homeland was new and different and scary and that's what these efforts are primarily about. When Bush talks about keeping us safe, he means at home, not in Egypt. Not to trivialize attacks in Egypt, only to say we wouldn't have created a Department of Homeland Defense with a bazillion people and a bazillion dollars to prevent attacks in Egypt. Or circumvented the fourth amendment.

The former makes you quite dead.

Lots of things make you dead. Risk assessment is about the likelihood of something happening and the damage it would cause. You assign resources accordingly. We lose more people to car crashes in a year than we've ever lost to islamicist terrorists or are likely to lose to islamicist terrorists any time soon. Risk assessment calls for putting our resources and our worrying where there are the most lives to be saved.
