There is some speculation that the reason why Bush has bypassed FISA is because he wanted to use the NSA. And the reason for using the NSA instead of the FBI is because the NSA has Echelon. Now Echelon is much more than wiretapping, Echelon is rumored to be capable of looking at every electronic transmission, from e-mail to phone calls and faxes, doing speech to text and decryptions and then data mining the entire thing. Data mining goes far beyond keyword searches, it is used to discover patterns in the data using a variety of sophisticated techniques. In the past, the use of Echelon has only been overseas, and the EU in particular hasn't been real happy about it. Because it means there isn't any privacy with the possible exception of face to face or letters.

As I have said before, welcome to 1984, just a little later than Orwell had thought.
