I'll use an analogy. If I am driving on the highway the speed limit might be 65. That the limit. If I speed. The enforcement mechanism is the cop pulling me over and giving me a ticket, and the points and fines that result from the ticket. If their are no cops on the road I still face a legal limit, but its one I can ignore with relative impunity.

I would call impeachment the enforcement mechanism rather then the limit.

We might actually be thinking the same thing but be using our words differently. I'm not sure. I suppose that "whatever the president can do that won't cause impeachment (or defunding of the effort) by congress, is the practical limit, even if it isn't the legal limit, and when the legal limit is murky the practical limit might be applied as if it was the legal limit.
