Then what he says and what he does are two different things. He didn't get the warrants for wiretaps of American Citizens. What happened? Who did he tap in to? Why didn't he get warrants? The law is flexible and allows that warrants be sought within 72 hours after wiretaps are begun, so it's not a road block to security. It's simply constitutional guaranteed checks and balances. Bush chose to ignore them.

“I don’t give a goddamn,” Bush retorted. “I’m the President and the Commander-in-Chief. Do it my way.”

“Mr. President,” one aide in the meeting said. “There is a valid case that the provisions in this law undermine the Constitution.”

“Stop throwing the Constitution in my face,” Bush screamed back. “It’s just a goddamned piece of paper!”
