we still don't know who exactly Bush broke the law to spy on.

There's no reason for Bush Jr. not have complied with FIST unless he was pretty sure the people he was spying on would not pass the courts. They are probably Cheney's competitors to Halliburton, political candidates, and anyone who knows anything about Junior's national guard service.
