But you are not the fisa judge, and the zarqawi reference is an extreme example. If there is a far lesser known terrorist, and orcy is clean, they might just say no. And then what?

You guys will assume that there is really a nefarious reason the President wants to spy on innocents, and I will assume that he is doing his constitutional duty to protect us.
