An argument could be made that people having contact with terrorists is not sufficient. I wonder if Tim Mcvey would have been caught by such a net. Or what about Columbine? If there was enough surveilence that might have been prevented.

It comes down to privacy vs safety. I think our society is being scared in to accepting less privacy in the name of safety.
