All Clinton's wiretapping was done under the FISA provisions. Here's the Executive Order. Read the first line, dumbass.. fas.org The Chimp WAS NOT acting under FISA. FISA allows wiretaps without a court order for 15 days after a terrorist attack, or ANYTIME as long as the application is made to the FISA court within 72 hours of the commencement of the surveillance. Both Clinton and Carter FOLLOWED THE LAW.
