I've lived up north too. The big difference, IMO, is that the northern areas have the ability and the equipment to make the roads drivable. Philadelphia had snow plows that they attach to trash trucks and mountains of salt or coal ash to spread on the intersections and highway off ramps. A 6" snowstorm wouldn't even mean a missed day of work! Down here, it wouldn't be practical to put it in the budget. We get a little snow every few years and it's usually melted in a few hours. Most businesses, including banks, shut down for the day.
