Yes, I saw the Daschle argument. There are a lot of legitimate threads wandering through this. Each new argument edges us a little more this way or that. This one fleshes out the question about why revisions weren't formally requested from Congress. The earlier tap dance around not thinking it was achievable or some such made me curious. Now there's an answer.
