I think for a long time many have allowed the war appellation to stand without much question as a sort of convenient label, seeing it as a kind of literary freedom. Many didn't think of it as a real "war". So now that there is a question of the powers grasped by the admin under this category of "war" and what it allows the presidency, the reaction is hey wait a second! We didn't really think you meant WAR.
