Mosenergo Started Construction of Largest Thermal Power Plant Energy Deficit

The head of Unified Energy Systems of Russia Anatoly Chubais celebrated yesterday, the Day of Energy Workers, by ordering to construction workers of the 3rd energy block of Thermal Energy Plant -27 to put the first pillar for new building. The largest in the capital region energy block with 450 Megawatts capacity should be finished in record time –two and half years. However, the deficit on energy in Moscow region will be liquidated only by 2015. Anatoly Chubais, head of UES of Russia, said that the beginning of the construction is the beginning of his recently announced new energy policy – drastic increase of investments into the industry. “This would be first visible effect of the reform,” Chubais said.
However, so far Mosenergo will be building new energy block of Thermal Energy Plant-27 (TEP-27) not with state investments, but for its own money and $250 million credit from European bank of Reconstruction and Development. The cost of the construction is estimated at 9.5 billion rubles. For this money the construction workers will build the most powerful and ecologically clean energy block in the region-- it should cut the pollution in atmosphere by the third. Besides, the builders will construct the block for two and half years instead of regular three and half. Such rush is explained by the fact that deficit of energy in Moscow region is growing. Anatoly Kopsov, General Director of Mosenergo, thinks that they will be able to “catch up” with the deficit only in 2008.
The current deficit is estimated at 2,000 Megawatts. However, by the year 2020, according to the company calculations, the demand of rapidly growing region in additional generating capacities will be already 13.6 Megawatts. So, it would be possible to eliminate the deficit in the period between 2015 and 2020. “Before this time, we will be receiving electric energy from the surrounding regions,” the General Director of Mosenergo said. By the way, according to the company’s development program, by the year 2010 Mosenergo plans to launch more than 2,000 megawatts.
