Me think it's enough that the Russians and the Japanese are still in that mess and cannot find a way out right now. Because this is the Gordian knot to be cut before their relations can be normalized, A WW II treaty signed and Japanese investments in Russia get hiked to meaningful levels.

In particular this is needed to develop the Eastern parts of Russia facing the Japan Sea.
Incidentally several leaders before Putin promised their Japanese colleges to return those territories when a treaty is signed.

But with Putin working on his legacy to become "Putin the Great" has no room for such thinking. Joining the league of "Peter the Great" and "Catharina the Great".
They all added territory to The Motherland. No Russian ruler ever was remembered as "The Great" for giving up territory.

Some day, no doubt, we will see the whole area around Vladivostok developed with frequent ferry and flight connections to the coastal parts of Japan around Kanazawa/Toyama on the shores of the Japan Sea.
