The truth is that's correct, and besides it being the fault of the blacks themselves, whose fault is it? For how long must the rest of the world mark time waiting for the blacks to catch up -- or be blamed forever that colonialism, slavery etc was the cause of the blacks' undoing? I know it's racist, politically incorrect and possibly unfair to say this, but the "blacks" as a group, and certainly in Africa, live in another time frame. And that's true whether you want to admit it or you don't.
