There is no question that the Congress was required to investigate Impeachment in order to fulfill their Constitutional duties. There is no queston that they were within their rights to impeach Clinton; partisans on both sides have different interpretations from there.

There is no question that the President is the highest law enforcement officer in the country. How many people feel safer when they know the law enforcement officers enforce laws selectively?

Corollary questions might include: did negros in the South feel safer when the KKK was virtually immune from law enforcement? Or: Did leftists feel safer during the McCarthy era of witch hunts against communist sedition?
