From there it dropped to around 7.5% through to early 1990… Trudeau, Turner and Mulroney
It again rose to 12% by around 1993... Mulroney
It then dropped to below 7% by 2000... Chretien

The Cdn. %’s sorta kinda track the U.S. %’s with a bit of a delay at times, and with higher (% wise) upper extremes and higher baselines. That *might* correlate with your note that the %’s are derived differently.
