My guess is that it's just another example of this administrations ineptitude at running even the most basic functions of government. Not only is their policy bad, but they are weak functional administrators. If they ran your city government, your garbage wouldn't get picked up or your streets cleaned... then they would blame the "first responders" in the neighborhoods.
