I'm not to clear on what the original intentions were exept most od Congress had 2 houses and the NAR lobby was pretty powerfuf . The results were clearly not home affordibility but home flipping and greed...owning multiple homes while making it extremely dangerous and expensive for those needing to buy just one. Also, pretty much finished off FL environmentally.
