Bush was on his way to making Ken Lay Secretary Of Treasury when Enron's house of cards fell.

It looks like you need another history lesson. Enron collapsed during the fall of 2001. Lay had stepped down as CEO of Enron in February 2001, anticipating that he would be offered a cabinet post. The offer never came. Had a post been offered, Lay would have accepted it. My guess is that the GWB transition team smelled a rat.
