Burlington also is close to Montreal, has the nice lake as well as mountains nearby and is bi-lingual. I guess all these features make it a unique attraction. Milwaukee I thought was a very nice, clean city with a neat renovated downtown and diversified economy. Perhaps being only an hour from Chicago and magnificent lake views helped?

Absolutely! Burlington's proximity to the mountains and Lake Champlain is a great selling point. L. Champlain is gorgeous. It's nicer than the Great lakes and Finger Lakes. Had one of my best windsurfing days ever on it. Montreal is a favorite city of mine. It's just close enough to Burlington for a day trip. The population of the greater Burlington area is relatively well educated with IBM and Univ. of Vermont as the area's largest employers. It's not bi-lingual (I assume you were talking about Montreal) unless you consider hick a second language. Once you're out of the greater Burlington area, you're in Podunkville. You'd think that Burlington would be greater than 50,000 people. I can't get my wife to move there because it's too cold for her. I didn't grasp how far north Burlington was until I went to college in the south, and everybody was from a warmer place.

Milwaukee used to be the butt of people's jokes, particularly Yakov Smirnov (remember his 15 minutes?). I guess things can change, huh? Hard to tell which way things are going to go. When looking to invest in an area, one should probably look at who's mayor.
