Users of illegal drugs by definition associate with people who break the law. As part of that association there is a mutual understanding not to identify law breakers. That attitude carrys over into laws beyond the drugs. With legal drugs many of these people will have no reason to associate and make tacit immunity deals outside the law. That alone has important implications for society. TP
