I'm aware of the situation of alcohol. Alcohol and Drugs are the same thing if they cause addictions. There is no difference. Alcohol is a greater factor and I personally think that reason is that it has been around for centuries, and that some genes carry the addiction....PLUS as you say, alcohol is legal, and is everywhere. Aren't you making the point against alcohol legalization if you are concerned about all the evils of alcohol? Fetal alcohol syndrome is terrible from what I've been able to gather. It is one of the costs of legalization.
