I gave you the statistics on assaults. Alcohol is by far the greatest contributing factor. You should crusade first against that- if cost is really the issue for you. It's a much bigger problem. (and what about fetal alcohol syndrome? Are you aware of just how common that is?)

I may be able to shed some light on this. KLP and I had a discussion elsewhere on a related subject, protecting the population from death at the hands of terrorists vs death due to illness, accidents, various more common causes. My interest was in putting the resources where they would save the most lives. Her focus was on protecting people from deliberate evil acts more than ordinary risks, independent of the relative damage they do. Perhaps the same prioritization is going on here where for her drugs being illegal, bad, intentional, or otherwise offensive takes precedent over pragmatic risk avoidance.
