there are a lot of people on welfare who would take those jobs if they were available.

i find that hard to believe. most of those on welfare who would take jobs have no trouble finding jobs. you can see the help wanted ads for slightly above minimum wage at all the 711 stores, quick marts, etc. there are a lot of these jobs going unfilled because they cannot find anyone willing to take them. It serves them more to stay on welfare.

the social welfare system needs to clean up those who can work and shut them off and those who cannot work and perhaps have some additional funds to help them.
