Sam,

Electricity prices have been stagnant for over a dozen years.

But power consumption of computers went up. Just a CPU of a typical top of the line Intel CPU went from some 20W to 120W.

On the other hand, LCD monitors reduce power consumption from what it was more than decade ago, but that is on the desktop side, not the server side.
