Whistleblowers aren't annointed to decide they have the authority to leak highly classified information.

I was doing some quick research the other day to see if classified data trumped whistleblower protection and apparently it doesn't, at least not all of the time. I think it remains to be seen whether this leak is whistleblowing or not.
