After seeing Wilbur on CNN I have not doubt that he is serious about that. I am sure he never wants to be in the spotlight for the same reason again.

As an scientist, I do have some manufacturing experience (not in the mining sector) and I know that a large number of minor violations in many cases indicate serious shortcoming in the overall safety picture. I would also venture to guess that fixing a desolate conditions takes in the order of years (rather than weeks) to fix, so i am reasonably sure that this accident can not be blamed on current management. I'd say the ICO made a mistake to buy a mine with bad safety record because it's very expensive and time consuming to fix a manufacturing operation which neglects safety.

However as i understand the situation, it will not be cheap and easy to fix the current shortcoming, the mine might be closed for quite some time a repair the damage and audit the necessary changes and productions costs are almost certain to rise.
