The reason alcohol is connected to aggressive behavior is because the drug has that effect on people. It's part of the mechanism of alcohol as it interacts with the human system. Pot (for example) does other things to people- but making them more inclined to rage is not one of those things. The mechanism by which a drug interacts with the human body has nothing to do with legality- and very little to do with time it's been used- unless you want to talk about the evolutionary impact a given substance may have had on human populations.
