You think that means improvement? I read it as California declining.

Over the last two decades, poverty increased substantially among Hispanics in California, going from 18 percent in the late 1970s to about 24 percent in 2000. At the same time, over 30 percent of Californians were Hispanic in 2000 while in the rest of the nation, 10 percent were Hispanic.
