Your charge is misleading - Bush hasn't "been spying on anyone he wants to" (perhaps you're thinking of Clinton and the IRS) - he's authorized spying on enemy communications with Congressional knowledge. Past Presidents have done the same. I understand at least one conviction has been obtained with such information.
