ADMINISTRATION -- BUSH SNEAKS IN CONTROVERSIAL NOMINEES THROUGH RECESS
APPOINTMENTS: Yesterday, President Bush took advantage of Congress's break and
recess-appointed 17 individuals, bypassing the requirement for Senate approval.
Several of these controversial nominees had been held up by the Senate for
further questioning. For example, Julie Myers, Bush's appointee to the
Department of Homeland Security's troubled Immigration and Customs Enforcement
Agency (ICE), was "a niece of former Joint Chiefs of Staff chairman Richard B.
Myers and the wife of the chief of staff to Homeland Security Secretary Michael
Chertoff," but had been "criticized by Republicans and Democrats who charged
that she lacked experience in immigration matters." Similarly, Ellen Sauerbrey,
yesterday appointed as assistant secretary of state for population, refugees and
migration, had been opposed by ten women's rights and health organizations and
Sen. Barack Obama (D-IL) noted that "it doesn't appear that this [refugee
affairs] is an area where [Sauerbrey has] specific expertise."
