If you don't have Non-Line-Of-Sight spectrum (below 2 GHz), then you need Right Of Way to get Line-Of-Sight. Public safety gets you Line-Of-Sight.

To add more detail about the vendor-specific slottime knob you are twisting, the way aAirPropogationTime is used in 802.11, it should include transmit processing delays in the most distant contending stations. The slottime you are setting should include round-trip time from your antenna to your antenna, including the internal delay in another station's attempt to transmit (CSMA Clear Channel Assessment). The other terms in the slottime definition take into account the internal delays within your own station.
