The middle scenario could be decriminilization perhaps, where most drugs are illegal but the penalty is a misdemeanor similar to a parking ticket and required treatment for cronic offenders. It could also be legalization with a prescription requirement or just a counseling requirement, again the main idea is to get medical supervision for those who have cronic problems staying out of trouble.
