How do you know though? No one can know for sure. There is a lot of anecdotal evidence that points to the INTENT to manufacture WMD. And we know that there was widespread corruption in the UN sanctions regime. So is it really that far a stretch to believe that Saddam and Assad collaborated to hide Iraqi WMD just prior to the invasion? Remember, a few 55 gallon drums of WMD chemicals would be enough to kill millions of people. So it's not like there had to have been massive stockpiles for it to constitute a WMD program.
