In China urban capacity equal to New York has been completed every six months on average for the last twenty years and is on track to do so for the next ten years. You will understand China better if you take everything you know about the USA and then multiply it by five in scale and expect it to change five times faster. Watching the development of the USA is more like watching paint dry or grass grow than it is comparable to the scale and pace of development in China. Adding a million people to Shanghai for example -- a city with something like 16 million people already (many are not counted and so the # is always debated) is something that can happen in a matter of months under the right circumstances. The urban population of China grows at about half a million per week.
