The NSA's mandate is foreign signal intelligence, so this is exactly what I would expect them to do. The question is, was it used as a domestic vacuum cleaner in the 1990's, and if so, did Bush stop that in January 2001, and if he didn't, why did he need a new policy to bypass FISA warrants if a broadbased system already existed?

The contradictions and lack of actual facts about domestic signals surveillance are getting knee-deep. The earlier article posted on the thread had no reference to its origin. I am looking for something from media or other sources that I consider credible, not every Google fragment on Echelon that may or may not have any grounding in facts.

In the end, it still comes down to a basic divide between people who embrace Big Brother as their savior and those who retain the historical American distrust in excessive government power to intrude into individual lives without probable cause. Everything else is just melodrama.
